Unabhängiges Landeszentrum für Datenschutz

The Unabhängiges Landeszentrum für Datenschutz (Independent Centre for Privacy Protection ICPP)) is a government authority, responsible for privacy audits in the northernmost federal state of Germany. Its office with ca. 30 employees is located in Kiel, Germany. The Privacy Commissioner of Schleswig-Holstein, Dr. Thilo Weichert, is head of the ICPP. In several projects lawyers, technologists and sociologists are working together with various co-operation partners from academia, government, industry, or consumer protection organisations.

Since 1998 ICPP has been working on several national projects, e.g. "Safer Surfing", "Anonymity in the Internet", "Biometrics and Privacy", "Privacy Education for Schools", and it is maintaining and enhancing the international "Virtual Privacy Office". In the years 2002 and 2003 ICPP is performing two projects of "E-Region Schleswig-Holstein": "Privacy Audit for Governmental Authorities" and "Privacy Seals for IT Products". Together with the Italian notary SNG ("Studio Notarile Genghini"), the ICPP has prepared the study "Identity Management Systems (IMS): Comparison and Identification", commissioned by the Institute for Prospective Technological Studies, Joint Ressearch Centre, European Commission, Seville.

The roles and tasks of the ICPP in FIDIS will be: The ICPP represents a Privacy Commissioner’s point of view. It will integrate legal, technological, and sociological knwoledge into the project. It will co-ordinate the HighTech ID JA and will contribute to Identity of Identity, Profiling, Interoperability of Identities and Identity Management Systems, De-Identification, and Mobility and Identity.
